Main Line Improvements

Overview
In the future, SAWC plans to replace portions of the 4 inch main water distribution line as needed. All pipeline work would be completed entirely in existing public right-of-way and SAWC easements. The size of piping and valves in the recently completed Sandy tie-in anticipates increasing the main line from 4 to 6 and 8 inch pipe. This improvement will allow limited expansion of the Skyview water system.

The distribution main being considered for replacement extends along sections of SE Hauglum Road, SE Bluff Road, and SE Hudson Road. This main pipeline was constructed in about 1974 and used materials and construction techniques that don’t meet current industry standards. Some of these materials are at the limit of expected lifespan. These factors combine to create a real ongoing risk for pipeline failure or increasingly frequent main breaks.

Preliminary Engineering
In September of 2013, SAWC contracted with Murray, Smith and Associates, Inc. for a system analysis and preparation of technical memorandum describing alternatives SAWC may have for replacing the entire main.  In November 2013, the Board was provided with four proposed alternatives with cost estimates between $640,000 and $1,100,000. These cost projections were determined to be outside the current ability of Skyview to finance.

Master Plan

Because of the high costs of financing such a project, the Skyview board, in consultation with David Jacob of Hydra Engineering, developed a Master Plan which enabled Skyview to break the mainline replacement into smaller projects, and put Skyview on a “pay as you go” schedule of replacing the main water lines.

Hauglum Road Mainline Replacement

In the summer of 2017, the 4 inch main water line from the Sandy intertie to the Skyview treatment facility was replaced with 6 inch C900 305 PVC pipe. The incoming water pressure was also increased to help drive the filters in the treatment facility. Once the water is filtered and pH adjusted, the water is returned to the Skyview delivery system via an 8 inch C900 305 PVC pipe.  As of October 26, 2017, the entire Skyview system is receiving filtered and pH adjusted water.
